I have further to recommend that

the post should be regarded as one for which Cadets have a

preferential claim.

I may add that it is proposed

shortly to transfer the Trade Marks Registration from the

Colonial Secretary's Office to another Department, and

that as Mr. Fletcher acquired considerable experience in

the working of the Trade Marks Ordinance during the 3 years

in which he acted as Assistant Colonial Secretary it will1

be convenient to arrange that the Deputy Official Receiver

should also be the Officer in charge of Trade Marks.

Mr J. H. Kemp, Deputy Registrar

in the Supreme Court, and Mr. C. A. D. Melbourne, First

Clerk at the Magistracy, have both submitted their names

as candidates for the new post.

I regret that I am unable to

recommend the transfer of Mr. Kemp, whose dollar salary is

the equivalent of the sterling salary proposed for the new

appointment. He would gain nothing by the transfer, which

on the other hand would weaken the Staff of the Registry

where it would be difficult to replace him and for which
